Sprint 17.E — Establish the v2 promotion QA matrix

Goal

Create a concrete v2-to-main promotion contract with explicit PASS, FAIL, BLOCKED, and NOT RUN statuses.

Acceptance criteria

• Separate automated evidence from manual browser evidence.
• Cover all production tools, Light/Dark/System, six locales, responsive widths, keyboard-only use, save/download, representative invalid inputs, and Network-panel verification.
• Include metadata-specific QA debt.
• Never substitute automated results for blocked manual QA.
