URL Namespace Cleanup

Goal

Remove the redundant /tools/ prefix from canonical public URLs while preserving every legacy public route with a one-hop permanent redirect.

Scope

• Inventory Vite root/base/output and all public HTML routes.
• Publish canonical category and tool routes at /<category>/.../.
• Preserve /tools/* routes with permanent redirects and no duplicate canonical content.
• Update internal links, canonical and Open Graph URLs, sitemap, route inventories, and deployment validation.
• Keep OCR worker, WASM/core, English/Korean traineddata, and all shared assets same-origin.
• Add canonical-route, redirect, SEO, sitemap, deployment, six-locale, and real-browser regression coverage.

Safety

• Do not modify production main.
• Do not begin TypeScript migration, PDF OCR, Searchable PDF, or unrelated feature work.
• Keep privacy, CSP, and OCR recognition-language behavior unchanged.
