Adds the public
/pdf/to-text/tool on top of the existing local PDF OCR foundation. The UI supports ordered all-page or selected-page OCR, English/Korean/combined recognition, typed progress and cancellation, stale-job protection, editable page results, copy actions, and UTF-8 TXT export. It also registers the tool in PDF and Scan & OCR discovery, adds six-locale copy, and preserves 19 canonical routes with 17 legacy redirects.Validation:
