🚨[Hotfix] Fix OCR category activation state

Problem

The released Image → Text OCR tool remained a non-linking Coming soon card in the Scan & OCR category even though the Image category and production route were active.

Result

• Activates Image → Text in the Scan & OCR category and links it to /tools/image/to-text/.
• Reuses the released tool's shared title and description keys across all six UI locales.
• Keeps Document Scanner disabled.
• Adds static and real-browser regression coverage for both category entries, the canonical route, and the disabled control.

Validation

• Real-browser category and OCR smoke: PASS: HELLO
• Commit and PR-title validation
