This PR adds an Azerbaijani (az_AZ) translation.
New file assets/locale/az_AZ.po: 195 strings, all filled in.
assets/locale/messages.pot: added an Azerbaijani entry to the language name list.
assets/locale/Makefile: added az_AZ.po to ALL_LOCALES.
project.godot: added az_AZ.po to locale/translations.
