The honesty rule banned .github/workflows outright, so the repo's own suite failed on the workflow this PR adds. Replace the blanket ban with a precise assertion: the workflow directory holds exactly validate.yml, and that file never merges, force-pushes or deploys. Update the two places that claimed there is no CI (docs/TESTING.md and case/index.html) so the prose matches reality. README.md made no such claim.
