In a couple places, it looks like we store variables that aren't used. Please review and remove them if they're genuinely unused.

What does this PR do?
A quick hotfix and test update to ensure we check for restricted post-partum time. Individuals that give birth should enter restricted postpartum and stay there for 3 months, and only then transition to year 1.
