ci: enable CodeRabbit approving reviews

CodeRabbit currently reports review results without submitting an approving review. Enable reviews.request_changes_workflow so it can request changes for actionable findings and approve when its review requirements are met.

The configuration is limited to this setting and preserves the existing GitHub branch-protection rules. CodeRabbit must already have access to this repository. If CodeRabbit refuses configuration changes from the PR author, the setting takes effect after merge; enabling the same setting in the CodeRabbit organization dashboard can activate it sooner.

Validation: parsed YAML and validated it against CodeRabbit's official schema; verified that the commit only adds .coderabbit.yaml and passes git diff --check. No application code changes.
