Adds the standard Artistic License 2.0 and a README copyright and license notice for TF-Minecraft-authored material. Third-party dependencies and bundled material retain their own licenses.
Validation: the LICENSE file matches GitHub's Artistic-2.0 template exactly; git diff --check passes; the diff contains only license files and README documentation. No runtime code changed.
