Standardise the POM header, indentation, section order, property order, nested XML layout and line endings. Add XML-only EditorConfig settings so the format stays consistent in standalone checkouts. Dependency versions, scopes, resource filtering and build execution order are preserved.
Declare UTF-8 build source encoding explicitly, replacing the platform-dependent default.
Validation: Maven 3.9.11 / JDK 21 effective-POM checks passed before and after across all 36 plugin projects. Model and independent source XML comparisons allow only the explicitly documented encoding/compiler changes. Comments and nested list order are preserved; formatting idempotence and git diff --check passed. Full builds of the other 35 plugins and Minecraft runtime tests were not run.
