Port 8001, the tiny.en default, the llama-cpp CPU wheel index, and the summarizer-backend pick (mirroring resolve_local_backend) are each maintained twice — start.sh and start.ps1 — with no repo file both bash and PowerShell can source. Drift is silent until a Windows operator hits it.
Options: a tools/bringup_defaults.py both scripts shell out to (python is guaranteed present by the time these values matter), or a flat KEY=VALUE file each script parses natively.
