Replace one-PR-per-dependency defaults with one weekly maintenance group per ecosystem and a one-PR version-update cap. Keep separate grouped security updates eligible and preserve manual review for all upgrades.

The initial configuration opened 23 routine update PRs. Group version updates per ecosystem and cap each ecosystem at one open version-update PR (five total). Group security updates separately without ignoring dependencies or enabling auto-merge. YAML and policy assertions pass. No dependency versions or runtime behavior change.
