Vagrant : Update VPC Scripts To Support Libvirt

Fixes #4508

This is a large PR, with changes made to support the new VPC host..

1. Apply a "Provider" option for the vagrantfiles and scripts, to support Libvirt
2. A few small playbook tweaks to enable all platforms to run green (mostly these are tied to EOL operating systems)
3. Small fix to the QEMU script for the CPU type for arm64 ( A new issue: EPIC: Evaluate QEMU Platforms And Versions, and update #4515 ) has been created to evaluate the QEMU disk images, most are long EOL operating systems )

Leaving in draft, as the new host machine is currently inaccessible :
