One-way sync from guardian-dashboard (canonical weekly CI copy): report redesign, dashboard template, lint noqa comments, and ruleset required-checks fallback in collect.py. SKILL.md unchanged (still cites team-devtools). No fork PR — maintainer merge path only (see .cursor/rules/team-devtools-prs.mdc).
Use row_h for label truncation and avoid nested quotes in the history table f-string so ruff passes on Python 3.11.
