Makes every Vulkan value referenced through a generated mutable-pointer field explicitly mutable, removes the obsolete TinyCC guard, documents TinyCC usage, and adds a TinyCC headless particle run to CI. This depends on the TinyCC-safe Volk loader merged in antono2/vulkan#24. Locally validated with headless zero-copy and a 16-frame validation-enabled staged render on an NVIDIA GTX 1060.
