ADPCO lacks a RELEASE.md file#5

areaDetector repositories should all have a RELEASE.md file that describes each release.

ADPCO has several tags, but no RELEASE.md file.

This can be created retroactively by looking at the differences between each release.

@argonnexraydetector can you please do this?
