Localize recent interfaces and refine Settings security methods

Summary

• localize the recent Settings Center, GitHub authentication, and File Manager surfaces across all six supported languages
• keep dynamic Settings and File Manager labels synchronized when the language changes and refresh affected asset versions
• move GitHub identity management into Security methods with a clear connection state, direct action, and responsive method rows
• collapse the GitHub App setup guide by default so Authentication matches the existing disclosure pattern
• add parity, template, behavior, and browser regression coverage for the new localized surfaces

Testing

• Full Python suite: 2272 passed, 29 skipped; the environment-only Node resolution case passed separately with the bundled Node runtime
• Targeted Python suites: 110 passed
• JavaScript unit tests: 33 passed
• ESLint: passed
• Playwright primary workspace and Settings suite: 4 passed
• Manual browser QA: desktop and 390 px mobile layouts, linked GitHub status, language switching, and guide disclosure
