deps: consolidate August dependency updates

Summary

• replace deps(python): bump the python-minor-and-patch group with 3 updates #166, deps(npm): bump eslint from 10.9.0 to 10.9.1 in the npm-minor-and-patch group #167, deps(docker): bump debian from abd67ff to 8820086 in /tests/integration/paramiko5 #168, and deps(docker): bump debian from abd67ff to 8820086 in /tests/integration/smb #169 with one reviewed dependency rollup
• update cryptography to 50.0.1, Gunicorn to 26.2.0, Graphifyy to 0.9.51, and ESLint to 10.9.1
• refresh the pinned Debian bookworm-slim digest in the Paramiko/OpenSSH and SMB integration fixtures
• regenerate all Python lock files with complete hashes and update dependency-policy assertions

Safety review

The original lock output in #166 was not safe to merge: it removed the require-hashes directive, duplicated Graphifyy hashes, and left policy tests on the old versions. This rollup regenerates the lock files cleanly and retains the repository supply-chain controls.

• full Python suite: 2,274 passed, 29 skipped
• focused dependency, Gunicorn, and supply-chain policy tests: 64 passed
• JavaScript unit tests: 34 passed
• ESLint: passed
• vendored asset verification: 10 assets passed
