feat(v0.7.30): optimize knowledge queries and Lark capture policies

Summary

• Add explicit Lark User/Bot reads, keeping User as the default and bounding Bot authorization fallback.
• Add Agent-enforced task-wide image collection policy (ON/OFF/count; default 10 documents), without a new blocking CLI gate.
• Prioritize approved knowledge, reuse checkout checks, batch evidence and citations, and compare versions only when warranted.
• Bump the coordinated community release to 0.7.30 and regenerate host plugin projections.

Verification

• Workspace typecheck and lint passed (lint retains existing warnings).
• Full build and release preparation passed.
• Lark identity regression: 15 passed.
• Plugin source/path audit: 14 passed.
• Node CLI artifact: 2 passed.
• Skill validator and git diff checks passed.
• Full release regression has not been run locally; PR/Release CI remains authoritative for its configured checks.

Delivery

Await maintainer merge. Publish through GitHub Release/OIDC only, then synchronize the internal distribution and refresh its locks against the published parser packages. No production deployment is included in this PR creation.
