feat(v0.7.35): staged planning and resilient source updates

Summary

• Release Context 0.7.35 with the public context-plan skill, staged project planning and task-scoped review delegation.
• Add fixed-identity Lark snapshot reuse, bounded resource concurrency and resumable source registration/discovery.
• Fix navigation binding for current revision drafts and expose recovery guidance without approving content.
• Keep source commit evidence in references rather than article prose.
• Include planning commands, references and templates in all plugin projections.

Validation

• Frozen dependency install and workspace build passed.
• Workspace typecheck/lint and the default test collection passed after resource-contract fixes (33 affected resource tests rerun successfully).
• All 39 heavy integration tests passed; Node dist smoke and both CLI artifact tests passed.
• Release preparation validated all 13 package manifests and plugin versions.
• Public release metadata and package boundary checks use the repository release scripts.

Release

Public npm publication will use GitHub Release v0.7.35 and the existing OIDC workflow after merge.
