Compose PRODUCT_WRITE_TOOLS onto review, orchestrator, intern, and docs surfaces so lane discipline stays in prompts instead of tool stripping. Closes CL-7014
Advertise and mount spawn_agent, wait_agents, and lifecycle fleet tools on the primary toolset so non-blocking fan-out works without fused task(). Closes CL-7024
Hide the recipe from slash and use_skill listing while keeping resolve by name for implement and linear-issue-workflow. Closes CL-7013

Prefer spawn_agent then wait_agents; drop the soft 2–4 ladder and present-plan stall; soften dispatch/implement hard-cap claims to recipe defaults. Stacks on the primary fleet-verb mount. Closes CL-7016
Rewrite dispatch around spawn_agent and wait_agents, named directors, and the git-worktrees background skill. Remove fake fan-out caps and pin the runtime agent_id flow in catalog coverage. Closes CL-7017
