docs: add solver-boundary release evidence schema

Summary

• adds deterministic noetheris.solver_boundary_evidence.v1 under docs/results/
• binds QUBO exchange hash, replay artifact status, replay authority, rejection coverage, and metadata boundaries
• records optional Ocean/Qiskit availability as deterministic probe policy instead of host-local package state
• updates reproducibility and benchmark docs
• adds tests for release evidence schema and index entries
