When parsing/validating Iranian MSISDNs whose NDC begins with 904 (e.g. +98904XXXXXXXX), PhoneNumberUtil.IsValidNumber(...) returns false, even though these are officially assigned Irancell ranges. This appears to be because the metadata shipped with the library does not include the 904 NDC under country code +98.
