Bring the packaged authoring guidance and evaluation corpus in line with the current API 0.3 schema and realized Rails boundary so a fresh agent does not inherit retired capability limits. Preserve the CLI 0.2.1 direct-output bridge and distinguish current machine truth, historical receipts, and mutable release state.
Final packaged Skill amendments changed the deterministic bytes after the prior receipt was calculated. Bind release metadata and its test to the exact current package.
