Move Cargo.toml to the package root so that `cargo publish` includes the C++ headers, source files, and CMakeLists.txt alongside the Rust bindings. Also add a GitHub Actions release workflow to publish to crates.io on git tags, and copy the license file into the crate directory. PiperOrigin-RevId: 974623078
