Skip CI workflows for documentation-only changes - #148

Both workflows run on every push and pull request. A change that touches only Markdown or doc/ cannot affect what they check, so paths-ignore keeps them from starting for one. Nothing else about when they run changes: the branch filters, the manual workflow_dispatch trigger, and every job and step are as they were.
