This is also holding back users from upgrading crates using this (or potentially requiring multiple reqwest crates to be included). so would be great if this got some attention |

This upgrades
reqwestfrom 0.12 to 0.13. Note that the TLS backend config is separated out into a feature: this gives users the option to use ring instead of the default aws-lc-rs.
