fix: improve scroll-to-top button alignment and accessibility on mobile

Description

Improves the scroll-to-top button on mobile viewports so it no longer overlaps footer links, filter buttons, or action cards, and meets mobile touch-target accessibility.

Changes

• \src/static/style.css:
  • Raised the button (bottom 1.25rem -> 4.5rem) so it stays clear of bottom-right UI elements on screens up to 768px.
  • Enlarged the touch target to 2.75rem (44x44px) per mobile accessibility guidelines.
  • Extended the mobile media query to \max-width: 768px\ to cover small tablets.
  • :focus-visible\ outline already present remains intact for keyboard navigation.

Checklist

• Button no longer overlaps interactive page components on mobile
• Touch target is at least 44x44px
