chore: disable Renovate

[apucacao]

This repo is being archived, so it no longer needs automated dependency
update PRs. Setting enabled: false in renovate.json stops Renovate
from opening new ones.

There are several Renovate PRs already open (#2028, #2027, #2025,
#2024, #2021, #2020, #1963, #1933) that will need closing separately
since disabling config doesn't touch existing PRs.
