Add TRON energy expiry monitoring and deployment updates

Summary

• Add TRON delegated energy expiry monitoring with persisted state and deduped alerts.
• Add Dockerfile, compose deployment config, and GitHub Actions Docker CD.
• Add opts.syncHeightAlarm so retired other-chain-to-MAP sync directions can disable height-no-change alerts while keeping other checks active.

Tests

• go test ./internal/config ./pkg/monitor
• go test ./internal/... ./chains/tron ./pkg/monitor
• go build -trimpath -ldflags="-s -w -X main.Version=codex" -o /private/tmp/bridge-monitor ./cmd
• go test ./... fails locally because pkg/keystore Sr25519 tests require subkey in PATH.
