Adds GitHub Actions CD, Dockerfile, compose deployment config, runtime env example, and private github.com/lbtsm module support for Docker/GitHub Actions builds.
Also adds an opt-in/out sync height alarm toggle via opts.syncHeightAlarm. It defaults to true; set it to false for directions such as klaytn2map that no longer sync blocks so long-running monitors do not eventually alert on unchanged height.
