• Assert audit, outbox, idempotency, exact amounts, auth, and redaction
• Use fake email/storage/KMS/Horizon plus tagged testnet smoke
• Publish endpoint/requirement coverage matrix

Acceptance Criteria

• Every Phase 1 criterion maps to a test
• Critical auth/retry/failure paths pass
• Tests are deterministic, isolated, and secret-free
• Coverage matrix has no unexplained gap

• Attach coverage matrix and complete Phase 1 integration output
