SN was seeded into smsAuthBlockedCountries / whatsAppAuthBlockedCountries by #496 as a zero-conversion pumping origin. Jabari added Senegal (Dakar) to the Bridge KYC country allowlist on 2026-09-02 as a served market for the US virtual account, and the Twilio Verify geo list is being opened the same day, so the app-layer denylist must not keep Senegalese signups from receiving a code. Calling code +221 is Senegal's alone, so the shared-calling-code invariant is unaffected. List goes 25 -> 24; the schema spec pins that and asserts SN is absent.
