Add opaque reservation handles and ordered reservation storage `TrackedReservations` to `litebox`. Currently it is only used by Windows userland platform such that we could avoid querying OS for the page state. Next, I would move it from platform to page manager in the litebox so that both shim and platform could be simplified. --------- Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
