Summary\n\n- bind verification evidence to its relevant inputs instead of workflow stage names\n- reuse exact-revision CI and tree equivalence across clean integration\n- reserve host smoke and model sessions for changed mechanisms and claims they can establish\n\n## Evidence\n\n- full local suite: 384 passed with one current-ledger version mismatch\n- repaired ledger signal: 1 passed in 0.09s\n- git diff --check: clean\n- no model or behavioral session run\n\nThe public release is explicitly authorized by the owner in the current session.
