…ate workflows - Fix vipm-lock-refresh.yml: run 'vipm refresh --labview-version --labview-bitness' before 'vipm lock' so a clean runner has a populated repository cache (root cause of 'Could not load repository cache' failures). - Extract refresh-vipm-lock and update-vipm-dependencies into reusable composite actions + workflow_call workflows so other repos can generate/check their own vipm.lock and get automated dependency-update PRs, instead of ni/open-source doing it on their behalf. - Rebuild both actions on the repo's existing dispatcher convention (action.yml -> common-dispatch.ps1 -> Invoke-OSAction.ps1 -> OpenSourceActions.psm1 adapters -> scripts/* leaf scripts), matching build-spec-docker-linux; regenerated dispatchers.json via scripts/derive-dispatcher-registry.ts. - reusable-vipm-lock.yml and reusable-vipm-update.yml now open a PR (peter-evans/create-pull-request@v8.1.1) with the changed vipm.lock/vipm.toml instead of uploading an artifact. - Split vipm-lock-refresh.yml into a read-only pull_request check job and a write-and-PR job on push/workflow_dispatch, avoiding opening a PR from within a PR run. - Fix update-vipm-dependencies.sh: a failed 'vipm add' for any package now fails the job before vipm lock/PR instead of being swallowed as a warning. - Bump OpenSourceActions module to 1.1.1 (1.1.0 for the two new adapters, 1.1.1 for the failure-handling fix) and update FunctionsToExport/ReleaseNotes.
