Add 39 widely-used technical terms (eslint, openapi, dropdown, tsconfig, svg, tty, stdout, etc.) to the base preset ignore list so they no longer need per-project whitelisting.

Add 39 widely-used technical terms to the base preset ignore list so projects no longer need to whitelist them per-project. Terms include common web/JS tooling (eslint, tsconfig, openapi, postcss, jquery, svg), UI components (dropdown, combobox, datepicker, tooltip, sortable), infra (docker entrypoint, makefile, pyproject), and general CS terms (tty, stdout, fqcn, normalizer, subquery, iban, hardcoded, etc.).
