chore: move local hooks tooling to Python 3.13

Summary

• move local-hooks package metadata, GitHub workflow runtimes, and central pre-commit hook environments to Python 3.13
• keep app dependency packaging support for both pip39_dependencies and pip313_dependencies
• update test requirements to pytest 9.0.3 and companion versions
• bump requests and splunk-soar-sdk requirements so the Python 3.13 resolver naturally selects remediated dependency versions
