Adds the standalone Flatcar LTS kernel + ZFS systemd-sysext build
(elements/flatcar/, patches/flatcar-kernel/, .github/workflows/kernel.yml,
include/flatcar.yml) and wires its export into the release pipeline.

Also fixes build.yml to publish the PXE boot inputs
(bluefin-server-pxe-vmlinuz-*, bluefin-server-pxe-initrd-*.cpio.gz) that
docs/skills/ddi-installer.md already documents as release assets but that
were never exported or uploaded to the GitHub Release manifest.

Verification:

  • just validate — full BuildStream element graph resolves.
  • python3 .github/scripts/docs-checks.py — passes.

The PXE-asset fix in projectbluefin#92 replaced the mkdir/cp block in the SHA256SUMS
signing step and accidentally dropped the
'cp dist/sysext/k0s-*.raw.zst dist/release/' line, so the k0s sysext
stopped being refreshed in the published GitHub Release. Caught by
tests/unit/test_sysupdate_transfers.py on the post-merge main run.
