Summary

declare checklist, selection, and automation renderers in the plugin manifest
bump the plugin capability version to 2.14.9
prevent registered renderers from drifting outside the declared tool inventory

Verification

17 focused registration, card, form, and message-delivery tests
Plugin Doctor reports all 23 tools declared; only capability-gated hook warnings remain
