Add repo-level MAINTAINERS list to match the Ratify project maintainers (https://github.com/notaryproject/ratify/blob/main/MAINTAINERS). RELEASE_CHECKLIST.md and .github/licenserc.yml already reference a MAINTAINERS file, but it was missing from the repository. Signed-off-by: Xinhe Li <xinhl@microsoft.com>
