feat: add deterministic percentage rollout to feature flags

Overview

This PR adds deterministic percentage rollout to feature flags. Flags can now be evaluated against a stable, hash-based bucket so a rollout percentage between 0 and 100 can be applied consistently across repeated evaluations. Existing boolean flags remain fully supported by treating them as 0% / 100% rollouts.

• [ADD] src/lib/feature-flags/index.ts

  • Adds evaluateFlag(flag, context) with deterministic hash-based bucketing.
  • Uses a stable keyed hash of the flag key and caller-provided entity ID so the same entity always receives the same flag value.
  • Supports rolloutPercentage in flag definitions, with 0 = always off and 100 = always on.

• [MODIFY] src/lib/feature-flags/store.ts

  • Adds rolloutPercentage to the stored flag schema.
  • Adds updateRollout / setRolloutPercentage actions and persists rollout changes alongside the existing enabled state.
  • Defaults legacy flags without rolloutPercentage to 100, preserving current boolean behavior.

• [ADD] src/lib/feature-flags/__tests__/feature-flags.test.ts

  • Covers deterministic bucketing, percentage boundaries, default rollout handling, and store persistence.
