Fix cat id_rsa easter egg for missing files

Summary

• move the id_rsa easter-egg trigger into cat's successful file-existence branch
• preserve the existing file-content and missing-file output behavior
• add focused regression coverage for both present and absent id_rsa listings

Defect

Previously, cat id_rsa called SpawnRickRollPointers() even when id_rsa was not listed in the current directory. This caused the command to print No such file: id_rsa and still start the easter egg.

Fix

SpawnRickRollPointers() now runs only after id_rsa is found and its contents are printed. Missing files continue to emit the unchanged No such file: <filename> message without triggering pointer output.

Validation

• npm test — passed (121 tests)
• npm run build — passed
• independent verification and adversarial review passed with no unresolved findings

Scope

Only the requested files changed:

• config/commands.js
• tests/commands.test.js

Approvals

All deterministic policy decisions allow this change, and the work packet has no open approvals.
