this gives other places a canonical page to link to, and finally makes the contributing.md page less of a grab-bag.
as before, i strongly suggest reviewing with
git log --reverse -p --color-moved=dimmed-zebra --color-moved-ws=allow-indentation-change upstream/main.., not with github's diff viewer.r? @reddevilmidzy (since you looked at the other ones :)
