Archives the experimental implementation at archive/pre-reboot-2026-09-22 and replaces the active tree with a minimal Rust planner. The only command is orbit plan; it resolves exact local endpoints, scans without following links, hashes before equality decisions, emits deterministic human or NDJSON output, and never writes source, destination, or Orbit state. Local Rust 1.85 verification: format, Clippy with warnings denied, and 77 tests passed.
