Bump version to 0.9.0-rc.8

Closes #NA

Bumps the workspace version and internal dependency versions from 0.9.0-rc.7 to 0.9.0-rc.8.

Also adds a publish cairo-starknet-syscalls step to publish.yml, before sierra-emu. The crate was split out in #1611 and is a non-optional dependency of both sierra-emu and cairo-native, so it has to be on crates.io before they can publish.

Already released from this commit (tag v0.9.0-rc.8): all four crates published successfully, including the first release of cairo-starknet-syscalls.

Introduces Breaking Changes?

No. StarknetSyscallHandler and its types are still re-exported from cairo_native::starknet, so downstream code (e.g. blockifier) builds unchanged.
