Remove ALPN workaround when sslnegotiation=direct is supported

Currently, lib/pq does not set an ALPN when connecting to Postgres via sslnegotiation=direct (see lib/pq#1331). We have implemented a workaround in #17. Once the proper fix has landed in lib/pq we should remove the workaround.
