It was because the PR was stacked. Hopefully the new Github PR stacking feature can be rolled out faster so this won't be an issue. |

The workflow pins actions to release tags, and tags move: the actions/checkout@v6 that runs today is not the one that ran last month. Dependabot makes that upkeep explicit as a weekly pull request, grouped so several action bumps arrive as one review rather than several.
