Summary

make the fixed Answer Engine GHCR package public only after the multi-platform digest is verified
preserve the fixed org/package path and job-scoped packages: write permission
document anonymous clean-machine pulls and add a repository regression assertion

Verification

vitest run tests/repository/release-assets.test.ts (7/7 passed)
git diff --check

Closes no issue; this is release evidence and hardening for #49.
