This PR:

adds dotnet-cdk workflows, and associated dotnet actions needed for CI
adds cdk/node actions to replace the cdk actions, which the work for this PR highlighted that they are not reusable for dotnet
marks cdk actions as obsolete
adds bruno.scheduled-e2e-tests workflow
marks node-cdk.scheduled-e2e-tests as obsolete
